Application for Development Services

You will need to complete the Application for Development Services to get started on your development project. You can use these FAQ's to determine what type of application you need for your proposed development.

Alternatively, you can use the Property Enquiry tool through PlanBuild Tasmania, which will allow you easy access to information about planning zones, infrastructure locations, and codes applicable to a selected property.  This is a free service available to anyone to use and is recommended as the first step when thinking of developing a property.

Property Enquiry:

If you are looking to obtain information about planning zones, infrastructure locations, and codes applicable to a selected property you can use the Property Enquiry option through PlanBuild Tasmania. When you are ready, you can return to the TasWater website to complete your application. 

Trade Waste:

Any customer who is responsible for a business that discharges trade waste to sewer is receiving a trade waste service from TasWater, and has a legal obligation to apply for permission to discharge the waste from that business.  If this is you, you may need to complete a Trade Waste Application form in conjunction with your Application for Development Services. If you are unsure if you need to complete a Trade Waste Application, you can contact our team directly on 03 62108 7005 or email us at [email protected].

You can complete your Application for Development Services while you determine if a Trade Waste Application is required, however if you do not submit an application where one is required, this can delay the progression of your proposed development.

Certificate for Certifiable Work (CCW) (for building and/or plumbing):

An application for a Certificate for Certifiable Work (CCW) will allow TasWater to determine if there is any impact on our infrastructure or operations. Following a CCW application, you will be advised to either withdraw your application or, if required, an Exemption certificate will be issued for a fee as approved by the Economic Regulator. 

The Water and Sewerage Industry Act 2008 defines certifiable work as building and/or plumbing work, and in summary requires a CCW for any work that may impacts on TasWater. For more information, and a list of non-certifiable work requirements, please click here. If your works satisfies these requirements, you do not need to complete a CCW.

Following a CCW application, you will be Issued with a CCW or if there is no impact on our infrastructure/operations an Exemption for Certificate for Certifiable Work will be issued for a fee as approved by the Economic Regulator. 

56W Consent:

You can complete this part of the application when works are on, or near TasWater infrastructure. There are restrictions that apply, please ensure your detailed plans for your proposed development are attached so we can provide you with the consent, if the proposal meets our requirements.

Engineering Design Approval (EDA):

This application is used where the developer is required to submit detailed engineering plans to TasWater for extensions to or expansions of TasWater mains infrastructure.  For more information on EDA’s, please click here.

Certificate of Water & Sewerage Compliance (for building and/or plumbing):

After the completion of certifiable work in relation to a property, the owner of the property can apply to TasWater for us to issue a Certificate of Water and Sewerage Compliance (building and/or plumbing) stating that the conditions of the Certificate for Certifiable Work (building and/or plumbing) have been complied with and that the work has been completed substantially in accordance with the information or documents submitted. Note: Your local council cannot request the Certificate of Water and Sewerage Compliance without written consent from the owner/applicant.

Connections and/or Disconnections (including meter installs):

Where you have prior written approval to obtain a new or modified connection, use this option to start the works.  You can also use this option to request a meter install on an existing un-metered connection if that is all you need.

Request for Shutdown:

This application is used when we need to disrupt water services to our network. The application supports contractors to shutdown our water infrastructure so they can undertake works associated with a new connection, extension or expansion. 

Order Loose Supply Items:

You can use this option on the application to order items you need for your development project. This can include the meter (including nuts & tails), trafficable boxes, boundary boxes, or locks & pins. If the item you require is not in the list, just select other, and let us know what you need.

If you are a non-residential customer, operating a particular type of business, you may be required to submit a Trade Waste application.  Any business that discharges trade waste to sewer is receiving a trade waste service from us, and has a legal obligation to apply for permission to discharge the waste from that business.

Customers are separated into Commercial and Industrial groups according to the type of trade waste they discharge to sewer. You can obtain more information about the different types of businesses here.

You can still proceed in submitting your Application for Development Services, however there may be a delay in processing your application if a Trade Waste application is required and has not been received. 

You can nominate who is responsible for the charges associated with your development at each stage of the project.  If you are the applicant, and nominating another party to take responsibility for the charges, we will require written evidence that they agree to this. You can simply attach a letter, email or completed Development Services Authorised Representative form and attach this to your application.

You can view our minimum response times for applications here. These time frames can change depending on the nature of your application, and the complexity of your proposed development.

Approval of this request will require investigation into your proposed development, and the type of TasWater infrastructure you would like to build on or near.  You can use the Application for Development Services and complete a 56W Consent which will allow us to review your request, and advise you of whether we are able to approve this.

Shutdown requests are where a contractor applies to TasWater to request the shutdown of our water infrastructure to undertake works associated with development activities, such as a new connection, or for works being undertaken on behalf of the Capital Delivery office.

You can request a shutdown by calling us on 136 992, and selecting option 2.  The Customer Service Officer you speak with will assist you in organising your request. The team will request a reference number, which will be the TasWater PA number (e.g TWPA 2024/00001-CCC).

An invoice for the cost of the shutdown will be raised once the shutdown request has been lodged.
